Abstract
⺠We test for differences in the cyclicality of government spending between sub-central government and central government. ⺠Central government spending is found to be acyclical. ⺠Sub-central government spending is procyclical. ⺠We account for the procyclicality of sub-central government spending through intergovernmental transfers.
