Abstract
⺠Examines whether more policing always induces moral hazard. ⺠Individuals can spend directly on security and also diversify. ⺠They may have access to just one of the two above options, or to both. ⺠In all three cases more policing can encourage private precautions. ⺠Not dependent on a unique technology.
