► A common-values election where voters receive a signal about candidate quality. ► We add a small amount of uncertainty about the likelihood of signal outcomes. ► Information can then fail to aggregate. ► The worse candidate can be elected with probability near 1. ► The results hold even if the signal likelihoods are nearly certain.
