Abstract
⺠A common-values election where voters receive a signal about candidate quality. ⺠We add a small amount of uncertainty about the likelihood of signal outcomes. ⺠Information can then fail to aggregate. ⺠The worse candidate can be elected with probability near 1. ⺠The results hold even if the signal likelihoods are nearly certain.
