Abstract
⺠We define two properties of rules: monotonicity and reshuffling invariance. ⺠They are jointly necessary conditions for strategy-proofness but not always sufficient. ⺠We define a condition on preferences, intertwinedness, ensuring the equivalence. ⺠Important domains, some involving private and others public goods, are intertwined.
