Abstract
⺠We examine memory and identity in multi-level environmental governance. ⺠Past experience allowed cooperative relationships. ⺠Memory limited the scope of new ideas for the region's future. ⺠Regional identity was useful for garnering resources to an extent. ⺠Memory and identity shape constraints and opportunities in multi-level governance.
