Abstract
⺠Conflict between the state's responsibility as provider of welfare and of clean water. ⺠Ongoing neoliberal reforms enabled the continuing provision of contaminated water. ⺠Multi-scale regulatory shifts in water governance led to hybrid neoliberalisms. ⺠Payment collectors and village-scale water markets cope with an intractable state. ⺠Villagers did not want to labor for free, privatize water governance inside village.
