Abstract
⺠Grantocracy is introduced to analyze reregulation of the state under neoliberalism. ⺠A conservation case study in Michigan demonstrates grantocracy in action. ⺠Partnerships between government and local actors are shown to be prevalent. ⺠Conservation grant-making result in programs being recombined in conflicting ways. ⺠Limited transparency in conservation grant-making elides the state's positive role.
