Abstract
⺠Process-based, policy regionalism enhances explanation of urban hydraulic reach. ⺠Hydraulic reach consists of appropriation of water and irrigation use of wastewater. ⺠In Hermosillo, Mexico, negotiated solutions may supplant large infrastructure. ⺠We draw generic lessons for high-growth, water-scarce conditions globally.
