Abstract
⺠Unlike the private sector, public procurement regulations constrain contracts and award mechanisms. ⺠Recent studies suggest that the added flexibility in private sector procurement offers efficiency advantages. ⺠Public sector regulations are especially detrimental for large complex projects. ⺠The costs of using rigid regulations are increasing in the complexity and contractual incompleteness, and can be quite sizeable.
