Abstract
► The paper studies how DBE subcontracting requirements affect bidding behavior. ► We employ a structural auction model to infer contractors' costs from observed bids. ► We examine whether costs differ across projects with and without subcontracting goals. ► The analysis shows little difference in the cost structure across comparison groups.
