Abstract

This paper argues that structural change, shifting labor from agriculture to manufacturing is critically dependent on staple food price stability. Historical experience shows that East Asia achieved such stability and thus experienced rapid growth in manufacturing and rapid structural change. Parts of Southeast Asia have also experienced food price stability and structural change. A case study of Indonesia's experience supports these ideas.
