Abstract
⺠We examine the effectiveness of mainstream public insurance schemes for persons with disability in Vietnam. ⺠Targeting and health care utilization are examined. ⺠Targeting efficiency is low with two-thirds of the eligible population uninsured. ⺠Schemes increase access to, and provide financial protection against, public outpatient care. ⺠Schemes have no impact on public inpatient care access and relatively small impact on public inpatient expenditures.
