Mainstreaming health insurance for people with disabilities

► We examine the effectiveness of mainstream public insurance schemes for persons with disability in Vietnam. ► Targeting and health care utilization are examined. ► Targeting efficiency is low with two-thirds of the eligible population uninsured. ► Schemes increase access to, and provide financial protection against, public outpatient care. ► Schemes have no impact on public inpatient care access and relatively small impact on public inpatient expenditures.
