Abstract
⺠Public and private banks should face separate short-term technological frontiers. ⺠Econometric model considering risk input can portray banks' operation better. ⺠Neglecting risk input would bring about a distorted estimation of scale economies. ⺠The result favors public banks to push forward another wave of bank mergers in Taiwan.
