Abstract
⺠I estimate the effects of regional leader identity on small enterprises in Russia. ⺠Regions governed by new elites show less SME development than old-elite regions. ⺠The results are robust to controlling for region- and leader-specific characteristics. ⺠The findings may stem from Putin's desire to control distant resource-rich regions.
