Abstract
⺠This paper documents variation in growth-reform estimated effects and explains it. ⺠It presents evidence, based on the general-to-specific method. ⺠Evidence suggests that estimated effects of reform on growth are normally distributed ⺠Accounting for institutions diminishes the effects of reform on growth. ⺠Reform as trade liberalization increases the effects of reform on growth.
