Abstract
												⺠A comprehensive risk assessment framework during river chemical spills was presented. ⺠The entire risk and thresholds system for the framework was established first time. ⺠The GIS-based implementation technology and decision support tools was developed. ⺠The methodology and decision tools were successfully tested by Songhua River spill.
