Abstract
⺠The research examines the relationship between low carbon development and energy vulnerability within an urban context. ⺠It applies a framework to understand innovation as a form of experimentation developed through processes of making, maintaining and living low carbon. ⺠It provides a detailed case study of social housing innovations in Ljubljana, Slovenia. ⺠It suggests that the impact of experiments is ambiguous because it depends on the interactions of multiple actors, actions and expectations within the urban socio-technical landscape.
