Abstract
Existing power trading relationship between selling side and purchase side is analyzed. Framework agreement among governments is a long-term contract lacking constraints of short-term trade and occasional trade, as well as liability for breaching contract, and the agreement fulfillment rate of West-East Power Transmission is declining in recent years.
