Abstract
This article evaluates the relationship between sustainability plan implementation and public participation after plan adoption via citizen advisory committees (CACs). The study analyzes in-depth interviews with sustainability planners1 in 36 medium and large U.S. cities and urban counties to test whether public participation supports planning implementation. I delineate the common implementation challenges across 36 communities, analyze CAC roles after plan adoption in 25 communities that choose to form an implementation CAC, and assess why variation exists in these groups' roles and impacts. Findings suggest citizen advisory committees bolster planners' efforts to move past implementation barriers, affirming the theoretical belief that public participation supports implementation. Additionally, the study provides insight into how sustainability planners facilitate and encourage the CACs impact on implementation or stifle this latent capacity.
