Abstract
To avoid the risk of distorting utilities’ incentives to the detriment of customers, regulators should phase in performance incentives judiciously; they should encourage reporting of nontraditional metrics in the near term, but delay the introduction of financial incentives for these measures until robust data and rigorous analysis can support the determination of appropriate performance targets and financial terms.
