Abstract
A poll of 130 environmental attorneys and law professors from around the country revealed deep division on the issue of whether the Environmental Protection Agency's proposed Clean Power Plan is legal. About 80 percent of environmental law professors polled believe the Plan is legal, compared to only 27 percent of private environmental attorneys who responded.
