Abstract
Clean Air Act Section 111(d) goals require the development of State Implementation Plans and optimized portfolios of electricity supply and demand measures in short order. A tested state and stakeholder planning process has the capacity to facilitate such plans to meet energy, economic, and environmental needs, but time is wasting. Plenty of hard work lies ahead that cannot be done singlehandedly or overnight.
