Abstract
In 2011, the Federal Energy Regulatory Commission made significant policy reforms, requiring public utility transmission providers to engage in regional transmission planning and cost allocation. FERC has now ruled on a majority of transmission providers’ compliance filings, and through these orders, FERC's policies are becoming clearer.
