Abstract
The EPA's Clean Power Plan requires states to reduce the carbon intensity of their electricity generation to meet 2030 goals. Though a move in the right direction, the CPP does not put the nation on a sustainable emissions trajectory. Its effectiveness would be improved by increasing the ambition, simplicity, and fairness of goal-setting; tracking electricity consumption for compliance, and encouraging regional cooperation.
