Abstract
The Environmental Protection Agency's Clean Power Plan includes renewable energy as an option to help reduce carbon dioxide emissions, but underestimates the role of this cost-effective resource. Improvements to the EPA's methodology could nearly double the amount of renewable energy in the plan and increase the emissions reductions from 30 percent to 40 percent below 2005 levels by 2030.
