Abstract

The plan's opponents have questioned whether the Environmental Protection Agency has sufficiently analyzed and coordinated with the Federal Energy Regulatory Commission to ensure the rule will not result in adverse reliability impacts to the grid. Such coordination needs to start at the top, between the EPA administrator and FERC commissioners, but also should occur at the regional level.
