Abstract
To ensure reliability, regional transmission organizations have developed a number of direct fixed payment schemes to obtain desired behavior by market participants. But such direct payment schemes provide additional opportunities for earnings beyond the RTO-operated markets, add complexity, and make an assessment of the benefits of these markets more difficult.
