Abstract
This article describes the evolution of cost allocation for India's inter-state transmission system and examines the impacts of the shift from a regional postage stamp method to a flow-based cost allocation charging method. Less congestion and losses will likely ensue as generators and distribution entities respond to prices that more precisely reflect their use of the system.
