Abstract
The federal EPA recently proposed CO2 emission guidelines for existing power plants. Consideration of enforcement mechanisms can inform the final rule and drive the design and implementation of state plans. We summarize enforcement of state plans under the Clean Air Act and survey laws in four states to assess whether they provide regulators with sufficient authority to meet EPA's proposed requirements.
