Abstract
The complexity of EPA's proposed rule to drive down carbon dioxide emissions from existing power plants can be unraveled by understanding the math of EPA's goal computation equation and assumptions. Doing so reveals significant impacts as early as 2020 on the power plant fleets of ‘tweener states,’ those with a healthy diverse mix of coal and gas plants.
