Abstract
As President Obama commences his second term determined to transform our energy consumption, the Federal Energy Regulatory Commission is likely to continue its major initiative of the past four years, integrating renewable energy into the mainstream of electricity-generating fuels. FERC is likely to succeed brilliantly in these efforts, but there is a greater risk of failure in other policy areas such as incentive pricing and capacity allocation.
