Abstract
Growth in renewable distributed generation is currently being undermined by legacy regulations designed for a different era in energy policy. This article provides recommendations regarding actions decision-makers at the state, local, and federal level can take to promote the continued expansion of distributed generation in both retail and wholesale markets.
