Abstract
Regulatory change has focused on the movement toward competition in our previously natural monopoly markets. The haphazard introduction of market processes may spring from a more deep-seated, institutionally embedded fear of forcing customers to face the true function of pricing in changing customer and supplier behavior. Fortunately, technology has now enabled regulation to constructively embrace the true role of price.
