Abstract
Current regulatory policy distinguishes transmission investments that have primarily economic benefits from those that primarily enhance reliability. But no such dichotomy exists; congestion and reliability are inter-related in complex ways. Thus, solving the transmission investment problem is more complex than “fixing” merchant transmission; investment in the grid must be treated as a systems problem.
