Abstract
Public policy partly determines the extent to which renewables are adopted in a developing (or developed) country. Energy sector regulators have roles in implementing that policy, affecting the pace and pattern of renewable-energy investments and connections to the grid. Since policies are not self-implementing, sector regulators become a key facilitator (or blocker) of renewables in developing nations.
