Abstract
Integrating demand response into capacity markets is simplest when it's treated as load. Capacity markets already favor low-cost inefficient generators over fuel-efficient baseload generation with relatively high fixed costs. Baseload, cycling, peaking, and critical peaking resources such as demand response provide different capacity products and the auctions for each should be uncoupled.
