Abstract
Through most of its history, the electric industry has experienced a stable or declining cost structure. Recently, the economic fundamentals have shifted and generating costs are now rising and driving up prices at a time when the industry faces new challenges to reduce CO2 emissions. New plant investment faces the most difficult economic environment in decades.
