Abstract
Despite all of the publicity over this issue, EPA's proposed air, water, and waste rules will not seriously threaten the reliability of the U.S. electric system. Industry, regulators, and utilities will work together using their respective tools to maintain target reserve margins in every FERC region and subregion, and there will not be blackouts. The biggest impact will be a small increase in electricity prices.
