Abstract
The core challenge for regulators is to determine what constitutes a well-performing utility. The question of what is considered acceptable performance needs to be addressed by regulators if they are to exploit fully the information contained in performance measures for regulatory actions such as prudence determination, further inquiry, and rate setting.
