Abstract
Siting authority for interstate transmission facilities needs to rest with one federal agency, FERC, and federal eminent domain authority should be granted to those projects that meet the certification requirements of the siting authority. Establishment of a national renewable portfolio standard would be helpful to promote development of both renewable energy resources and cleaner power alternatives.
