Abstract
Integrated resource planning has reemerged as the primary means through which new generation will be developed in much of the U.S. Where this is the case, regulators will need to address the manner and extent to which independent power producers are allowed to compete to supply a utility's incremental resource needs. This article reports the results of a survey of state policies with respect to competitive procurement.
