Abstract
Aggressive public policy has played an important role in allowing free market forces to respond to regulatory-based incentives to integrate renewables into the New Jersey and Pennsylvania electricity grid. One approach involves a multi-faceted technological approach supported by strong public policy incentives and a reintroduction of utility rate base models where they have been removed.
