Abstract
A key to accelerating the adoption of BEVs is to reduce their incremental cost by monetizing their lifetime CO2 reduction benefits, spreading the risk of technology failure efficiently, and treating them equally with other alternative fuels in the existing fuel diversification federal policy framework. Six policy changes may help.
