Abstract
The circumstances justifying AACs as beneficial to utilities and their customers are more pronounced today than ever. A well-designed AAC, which includes explicit agreement on how a utility can hedge and can recover the costs associated with those risk management positions through the AAC itself, can provide both financial security for the utility and tolerable rate stability for customers.
