Abstract
Germany's newly instituted energy regulator, the BNA, has created high hopes that new rules would not only improve network efficiency but also provide a level playing field in energy markets. But an analysis suggests that the proposed new regulatory methods are unlikely to meet these objectives without provoking economic and legal challenges.
