Abstract
This paper discusses variable signal delays and stochastic packet dropouts within closed loop Networked Control Systems (NCS). A special focus is dedicated to uncertain or partly unknown transition probabilities and the solution of the bilinear controller design problem. In addition, this approach is extended to the design of state observers. A numerical example is given to demonstrate the effectiveness of the controller design, while the observer based approach is applied to an inverted pendulum experiment.
