Abstract
HARS is a new development in regional traffic control. It is based on two main approaches. One is the expert system approach resulting from the Dutch Architecture for Traffic Management. The other is an agent based approach in which parts of the expert knowledge is translated into autonomous mechanisms. Both approaches result from the complex control problem of regional traffic. In the HARS project both techniques are combined to get to a practicable solution that can be kept very close to regional traffic policies.
