Abstract

Decentralized mechanisms for regulation large scale active systems development are considered. Necessary and sufficient conditions about definite direction of the investments flow in the active system with two elements are obtained. Matrix indicators of elements investment attractiveness are derived. Adjustment of indicators parameters can be used to choose desirable direction of capital flow and investment climate in large scale active systems. Methodology for adaptive mechanisms of centralized control creating is described. To avoid undesirable distortion of information it is proposed to use progressive intelligent (learning, self-organizing, and expert) control mechanisms.
