Abstract

A procedure to assess the discernability of rating marks of the alternatives for the provision of energy saving controls in an education building, as well as to group them in indifference classes is proposed. Eight energy saving measures are defined and a hierarchical structure of primitive and marginal criteria elaborated. The subjective expert opinion on the quality of the alternatives on the primitive criteria, and on the weight coefficients of all criteria is collected, and the alternatives are ranked using the REPOMP procedure with 1000 Bootstrap pseudo-realities. The distributions, standard deviations, medians and best point estimates of the rating mark are calculated, and indifference classes are formed on the basis of a series of hypothesis tests for discernability of alternatives.
