Abstract
⺠In China the individual consumer is in a weak position as a purchaser of healthcare. ⺠In a competitive market insurers/other entities can act as 'Mutual Healthcare Purchasers' (MHPs) on behalf of their enrolees. ⺠A consumer choice among MHPs requires adequate regulation to avoid problems of lack of affordability and inaccessibility. ⺠Two potential approaches are suggested to create consumer choice among MHPs in the Chinese healthcare system. ⺠The implementation of consumer choice among MHPs in China is complex, both politically and technically.
